A non-participating UAS operating over or near a wildfire that: Intrudes into a Temporary Flight Restriction (TFR), or Interferes with fire management efforts and the interference is documented through the appropriate reporting system*.

Example of appropriate reporting systems would include SAFECOM, SAFENET, or a reporting system used by one of the states.
