    No, a remote control can only transmit one stream, can't transmit two streams at the same time.

    In that sense, what development should be necessary if you want to have access by a third party to IR and RGB livestreaming?

    The drone will be controlled mainly by the pilot. The third part we want to have access to the drone data (telemetry; IR + RGB livestreaming; etc) as well as the possibility to send waypoints (plus gimbal control). 

    We thought that the Cloud API solution would simplify our life (as it would be a fleet of Matrcie 300 and Mavic 3T aircrafts.), but not being able to give access to the control and especially not being able to have simultaneous access to the RGB and IR livestreaming, makes this option not viable.

    Pilot2 has a split-screen mode function, which is to display the infrared lens and the zoom lens in one screen at the same time. Instead of transmitting two streams separately. Not sure if this is enough? If you must get two streams, you can look at PSDK. https://developer.dji.com/doc/payload-sdk-api-reference/cn/
